Thanks for the update.
I tested this group policy setting on my computer, and it works. When right-click taskbar, the "Lock the taskbar" optin is grayed and selected.
Enable these settings in your group policy.
Lock the Taskbar
Lock all taskbar settings
Prevent users from adding or removing toolbars
Prevent users from rearranging toolbars
Prevent users from moving taskbar to another screen dock location
Prevent users from resizing the taskbar
Check if it works.
If it fails, run cmd as administrator, input gpresult /h gpreport.html to get a group policy report of your computer, check if the settings are correctly applied.

In the right pane, double-click "Lock the Taskbar", set it to Enabled, click Apply and OK."
2. run a "Gpresult /h %userprofile%\desktop\gp.html" on the affected PC to see where the policy setting is coming from... this should give you direction as to how that policy setting is still applying.

You can prevent users chaning the Taskbar location by Enabling the following GPO setting.
